JGZYES c1eaa65141 release v0.3.5 (i18n): rebuilt binaries + repacked pdm + mirror registry ...

Rebuilt the 0.3.5 release from the i18n commit (banner/help/version standardized,
all strings localized, translate.php language cards). Repacked the 0.3.5
(windows/linux) .pdm from the new binaries and updated their sha256 in the
mirror registry; replaced downloads/ + releases/v0.3.5 assets.
