JGZYES 8d934d73c9 release v0.3.6: rebuilt binaries + repacked pdm + mirror registry ...

Rebuilt 0.3.6 from the feature commit (list --upgradable, install --force,
setting set/get/mirror, -y/--yes, Windows self-upgrade fix). Repacked the
0.3.6 (windows/linux) .pdm and added both variants to the mirror registry with
correct sha256; replaced downloads/ + releases/v0.3.6 assets.
