JGZ_YES 443454f18f ci: add macOS build workflow (x64 + arm64) ...

- Matrix build on macos-13 (x64) and macos-14 (arm64)
- Self-contained single-file publish via .NET 10 preview
- Smoke test: compile hello.pe with --target macos and run native Mach-O
- Package as tar.gz (preserves POSIX perms) and upload artifact
- Auto-publish GitHub Release on v* tag push
- gitignore: exclude stray /gui build output at repo root
